Mumbai Police and NHRC investigate Cockroach Janta Party protest at Shivaji Park

What happened

Mumbai Police have registered an FIR against the organizers and 400-500 unidentified persons following a Cockroach Janta Party (CJP) protest held at Shivaji Park on October 2, 2026.

The National Human Rights Commission (NHRC) has taken cognizance of complaints regarding the alleged mobilization of minors during the protest and has issued notices under Section 12 of the Protection of Human Rights Act, 1993.

The NHRC has directed the Mumbai Police Commissioner, the Ministry of Electronics and Information Technology, X Corp, and the Maharashtra Women and Child Development Department to submit an Action Taken Report within one week.

A 75-year-old man, Gopalakrishna Subbaiya Pillai, died after suffering a heart attack during the protest, leading the Shivaji Park Citizens Forum to file a complaint against CJP organizer Abhijeet Dipke.

Why it matters

The investigation into the protest is intensifying as authorities examine allegations that the event proceeded without permission and that minors were used as human shields to deter police intervention, potentially violating the Juvenile Justice (Care and Protection of Children) Act, 2015.

Context

Shivaji Park is a 28-acre public park in Dadar, Mumbai, known for its historical and cultural significance as a site for major social and political gatherings.

Local residents, including those represented by the Shivaji Park Citizens Forum, had previously submitted a representation to authorities requesting that permission for the CJP protest be denied.
